The basic form (Java)

/particle minecraft:flame ~ ~1 ~ 0.3 0.3 0.3 0.01 20

From left to right: particle type, position, spread in X, Y and Z, speed and count. This shows 20 small flames around one block above you.

PartMeaning
~ ~1 ~Position. Leave it out to use the place where the command runs.
0.3 0.3 0.3How far the particles scatter. 0 keeps them in one spot.
0.01Speed. Larger values make them fly outward.
20Count. Start with 10–30; large counts cause lag.

Add force at the end to show them to distant players and players who reduced particles in their settings. Use it only when needed.

Colored dust

# Java 1.20.5 and later (red, size 1)
/particle minecraft:dust{color:[1.0,0.0,0.0],scale:1.0} ~ ~1 ~ 0.2 0.2 0.2 0 20
# Java 1.20.4 and earlier
/particle minecraft:dust 1 0 0 1 ~ ~1 ~ 0.2 0.2 0.2 0 20

Colors are red, green and blue values from 0 to 1. Yellow is [1.0,1.0,0.0] and cyan is [0.0,1.0,1.0].

A trail under every player

/execute as @a at @s run particle minecraft:end_rod ~ ~0.2 ~ 0.2 0 0.2 0 2

In a repeating, always active command block this keeps glowing dots at everyone's feet. Narrow it to @a[tag=vip] for selected players, and keep the count low because it runs every tick.

Bedrock Edition

/particle minecraft:heart_particle ~ ~2 ~
/particle minecraft:basic_flame_particle ~ ~1 ~
/particle minecraft:villager_happy ~ ~1 ~

Bedrock takes only the type and position; spread and count are not available, so repeat the command from a repeating command block for more particles. The names differ from Java, so use the suggestions.
